1. SITUATION:
a. Enemy Forces: See Annex B (Intelligence).
b. Friendly Forces:
(1) United States Commander in Chief, Irwin Command (USCINCIRCOM).
(a) Mission: once directed, United States Irwin Command (USIRCOM) deploys forces within the theater of operations to assist in deterring Kransovian Parumphia-Coalition (KPC) aggression against the nation of Mojavia and, if deterrence fails, transition to wartime conditions and defend Mojavia's sovereignty. If required, USIRCOM will conduct offensive operations in conjunction with coalition armed forces to destroy the KPC's offensive capability, restore preconflict borders and governments, terminate the conflict on terms favorable to the United States and her allies and return stability to the Tierra del Diablo region.
(b) Intent: To rapidly deploy combatant forces into the region to open, secure, and maintain air, sea and ground lines of communication, chokepoints, air, seaports of debarkation, logistical facilities and operational bases. As sufficient coalition forces become available, USIRCOM, in cooperation with coalition command (COALCOM) forces, will establish a creditable forward defense along the Kransnovian and Parumphian border to deter KPC aggression. Sustainment forces will deploy concurrently with combat forces during the early stages of the operation to ensure that U.S. forces maintain a positive sustainment posture. Upon establishment of the defense, deployment priority will shift to the movement of supplies and equipment to support sustained combat operations against the KPC.
When an adequate sustainment base is developed, deployment of combatant forces for offensive operations will commence. If deterrence fails and KPC forces attack, USIRCOM will conduct offensive operations to restore international borders, destroy offensive capability of the KPC and restore peace and stability in the region. When the offensive capability of the KPC has been destroyed, USIRCOM will support inter-agency and inter-national post conflict operations in the region by assisting regional governments to rapidly rebuild critical services and functions, protect indigenous populations which supported our effort and transition to a state of peace in the region. USIRCOM will rapidly transition to redeployment operations to reposition forces for response to other crisis and reduce the impact of military operations in the region.
(2) 1st TSC.
(a) Mission: on order, 1st TSC deploys to Mojave, establishes the Theater Opening Force Module (TOFM) vicinity Irwin Military City to support Reception, Staging, onward movement and Integration (RSOI) of joint task force (JTF) forces. on order, establishes the Theater Logistics Base in support of USIRCOM.
(b) Intent: To rapidly deploy our Combat Service Support (CSS) force structure to establish the TOFM as quickly as possible to execute the RSO&I mission for ISIRCOM forces. The XXX ASG, upon closure, will facilitate the theater RSOI mission by establishing arrival airfield control group (AACG) at aerial port of debarkation (APODs), Port Support Activity (PSA) at sea port of debarkation (SPODs) and rail support area (RSAs) at critical railhead locations. The ZZZ Corps Support Command (CSG), upon closure, will begin establishing the theater logistics base while simultaneously conducting sustainment operations for theater-level units. once all USIRCOM Forces close, the XXX ASG logistics forces will concentrate on sustaining the theater logistics base and providing DS/GS CSS operations within their respective Logistical Support Area (LSAs). Army Material Command - Logistical Support Element (AMC-LSE) will issue the Army War Reserve (AWR) Pre-positioned Fleet as swiftly as possible to facilitate USIRCOM forward defenses along the Kransovian and Pahrumphian borders. The XXX ASG will assist AMC-LSE to expedite issue of the AWR Prepo Fleet. I expect the 1st TSC MMC to be operational within 24 hours of arrival in Mojavia. The 1st TSC MMC will focus on rapidly building stocks to sustain USIRCOM Forces throughout all phases of the operation.
c. Attachment and Detachments: None.
d. Assumptions:
(1) Mojavia air and SPODs will remain open and secure.
(2) Host nation support will be available for the duration of the operation.
(3) Open sea, space, and air lines of communication will be maintained throughout the operation.
(4) United Nations (UN)/Non-Governmental Organizations (NGOs) are prepared to support refugees once they enter Mojavia.
2. MISSION: on order, the XXX ASG deploys to Mojavia vicinity SCIA (MJ6726) and establishes Theater Opening Force Module (TOFM) vicinity Irwin Military City (NK2902) and establishes RSA vicinity Yermo (NJ2364). Provides basic life support to units operating or moving through the area of operation and reinforcing DS/GS CSS to units within the area of operation to support Reception, Staging, onward movement and Integration (RSOI) of USIRCOM forces. on order, establishes the Theater Logistics Base in support of USIRCOM.
3. EXECUTION:
INTENT:
Purpose: To deploy the task force to Mojavia as quickly as possible and establish logistics bases in the vicinity of Irwin Military City and Yermo to provide continuous and responsive CSS to USIRCOM in support of their effort to build combat power of U.S. forces while also providing CSS on an area basis within our area of responsibility.
Method: I intend to provide continuous CSS by placing one battalion in the vicinity of Irwin Military City with the mission to provide the necessary life support, ammunition supply/resupply, and reinforcing DS/GS support to USIRCOM as it builds its combat power. A second battalion will be placed at Yermo to provide command and control of the rail support activity. The group HQ will be located in the vicinity of Southern California International Airport (SCIA). Elements of the task force may be repositioned to provide responsive support.
End State: Success for the task force will be uninterrupted support to USIRCOM Forces during all operations.
a. Concept of CSS Operations: This operation begins when USINCIRCOM orders the deployment of U.S. Forces into the USIRCOM AOR and ends when all strategic objectives have been achieved and the JTF is dissolved. This operation consists of six phases with phase II further divided into four sub-phases.
(1) Phase I: Deployment: This consists of the deployment of CSS assets from home station to Mojavia. The XXX S&S BN and the XXX OD BN will rapidly establish operations at Irwin Military City to enable it to receive the customer unit. The XXX S&S BN will establish operations at Yermo to receive and transport the rail shipped equipment. CSS units will deploy to Mojavia with all mission-essential equipment. There is no pre-positioned CSS equipment in the Mojavian Theater.
(2) Phase II: RSOI. The four sub-phases of this phase will usually occur concurrently.
(a) Sub-Phase IIA: Reception. This sub-phase begins with the arrival of the deploying forces advanced party and ends when USIRCOM forces close in theater. Priority of effort is the establishment of life support at the APOD and movement of equipment to Irwin Military City. The XXX S&S BN, in conjunction with the 1st TSC, will establish life support at Irwin Military City. The XXX ASG will establish life support at SCIA and be prepared to receive soldiers at the APOD if required.
(b) Sub-phase IIB: Staging. This sub-phase begins with the arrival of personnel and equipment in staging areas and ends when the unit begins to road-march to their Tactical Assembly Area (TAA). Priority of effort is the assistance to AMC-LSE with the download and issuance of Pre-position Afloat equipment from MV Cape Irwin and, on order, establishment of the Theater Logistics Base. The XXX S&S BN will assist in the download and issuance of pre-positioned equipment. The XXX will assist AMC-LSE personnel with maintenance during the download and issuance of pre-positioned equipment.
(c) Sub-phase IIC: onward Movement. This sub-phase begins when the units depart their staging area and ends when units arrive in their TAA. Priority of effort is supporting the movement of units to their TAA, positioning critical stocks forward and achieving DS/GS stockage objectives. The XXX S&S BN will assist in the building and uploading of theater transportation assets Class IV (barrier) and Class V (CCL) packages at the direction of the TSC MMC for throughput in later phases of the operation.
(d) Sub-phase IID: Integration. This sub-phase begins when USIRCOM Forces arrive in their TAA and ends when the force is fully prepared to execute combat operations. Priorities of effort are ensuring that USIRCOM forces achieve the highest level of combat power and logistics power before commencement of combat operations and ensuring that logistical force structure can sustain combat. Stockage priorities are Class I, Class III, Class IX, Class IV and Class V, in that order.
(3) Phase III: Defensive Operations. This phase begins when the JTF commander directs his forces to establish defensive positions along the Krasnovian and Parumphian borders and ends when JTF forces defeat KPC forces within sector. Improvement and forward relocation of supply stocks to sustain a coordinated defense of the theater rather than deploying forces will mark this phase.
(4) Phase IV: Offensive Operations. This phase begins when COMJTF order JTF forces to offensive operations and ends with the destruction of the KPC's offensive capability, removal of enemy forces from Mojavia and restoration of the border. Priority of effort is sustaining combat operations and preparation for post-conflict operations. Supply priorities are Class III(B), Class V, Class VII (Weapon System Replacement Operations (WSRO)), and Class IX.
(5) Phase V: Post-conflict Operations. This operations begins with the transition to CONPLAN Helping Hand.
(6) Phase VI: Redeployment. This operations begins on order.
b. Tasks To Subordinate Units.
(1) XXX S&S BN.
(a) Establish command and control at Yermo Port Support Activity (PSA) operations.
(b) Plan and execute life support operations at Yermo in coordination with supported units. Plan to provide showers, bulk water, and Class I.
(c) Execute theater transportation missions as directed by the TAMCA.
(2) XXX OD BN (MAINT).
(a) Be prepared to send Mobile Support Teams (MSTs) forward to reinforce corps and divisional DS maintenance efforts.
(b) Be prepared to perform recovery missions.
(c) GS maintenance teams will conduct component rebuilds to augment civilian contractors in theater.
(3) XXX S&S BN.
(a) Establish command and control for Irwin City CSS operations.
(b) Establish control and operate ASP 521 in support of JTF operations.
(c) Conduct bulk petroleum and other supply transportation missions as directed by the ASG Support Operations and the Theater Army Movement Control Agency (TAMCA).
(d) Conduct retail fuel operations.
(e) Provide life support in conjunction with the supported unit in the vicinity of Irwin City.
(f) Assist supported unit in building Class IV/Class V CCL packages.
(4) XXX MP CO (Combat Support) (-).
(a) Assist Security, Plans, and Operations (SPO) Directorate in the development of a Rear Area Defense plan for task force.
(b) Plan to operate as independent teams and squads to provide convoy security and Main Supply Route (MSR) security.

c. Coordinating Instructions.
(1) Commander's Critical Information Requirements (CCIRs).
(a) Priority Intelligence Requirements (PIRs): What is the threat to task force rear area from KPC and/or irregular forces, and What is the threat to task force MSRs, LOCs, LSAs, from task force rear to supported units?
(b) Essential Elements of Friendly Information (EEFI): Locations of CSAs, ASPs, ATPs, and Class III (B) farms, location of MSRs, location of Class VII stocks, and location of ASG TOCs and BN TOC/LOCs.

4. SERVICE AND SUPPORT.
a. Concept of Support. XXX ASG will deploy with organic equipment to ensure responsive support to USIRCOM Forces arriving in theater. The 7th MEDCOM, 1st PERSCOM, 4th FINCOM, 9th TRANSCOM and 12th PETRL GP provide GS support to the theater. XXX ASG will deploy ahead of other 1st TSC CSS units and establish life support operations at the port, railhead and Irwin Military City. Priority of support initially to X (U.S.) Corps, then XX (U.S.) Corps. When directed, XXX ASG and XX MED GP will establish LSA_______ and provide support to theater units on an area basis, then to the 20th (U.S.) Corps. XXX FIN CO and XX PSC will collocate vicinity LSA _____ and provide support on an area basis. ZZZ CSG and ZZ MED GP will establish LSA ___, the theater GSSB and provide DS support on an area support basis with priority to theater units and units passing through the area and GS support to the theater. The ZZ Finance Battalion and ZZZ PERS BN collocate vicinity Irwin Military City and provide support on an area support basis. XXX ASG will position transportation assets at DS/GS supply points, theater railheads and ports and provide line-haul transportation and rail/port operations. Priority of ground maintenance and evacuation is 5-ton tractors, HETs, M872 trailers, PLS, 5,000-gal tankers and MHE. Controlled exchange authorized at unit level by first field grade officer in the chain of command. Cannibalization authorized at DS level. Host nation support priority initially to coalition forces operations, then to infrastructure rebuilding. Theater maintains control of theater MSRs throughout all phases of the operation.
(1) Before. This period begins with units planning for mobilization and deployment to Mojave and ends when USIRCOM forces begin arriving in theater.
(a) Priority of logistics efforts: Preparation and movement of U.S. forces to Mojave; Establishment of operations at PSA and RSA; and establishment of the theater logistics base.
(b) Priority of personnel replacements and support, XXX ASG, XX TRANS GP, and ZZZ CSG in order.
(c) Priority of ground maintenance remains unchanged.
(d) Priority of classes of supply: Class I, Class III, Class IX, and Class IV and Class V, in order.
(e) Priority of movement to XXX ASG, XX TRANS GP, ZZZ CSG and ZZZ RAOC.
(2) During. This period begins when USIRCOM forces begin arriving in theater and ends when USCINCIRCOM directs cessation of combat operations.

(3) After. This operation begins when USCINCIRCOM directs cessation of combat operations and ends with the redeployment of U.S. Forces to CONUS or other OCONUS locations.
(a) Priority of logistics efforts: Regeneration of U.S. forces; restoration of AWR Pre-positioned Fleet to fully mission status; return of AWR to MV Cape Irwin; and rendering humanitarian assistance and participation in rebuilding of infrastructure.
(b) Priority of personnel replacements and support XXX ASG, and XX TRANS GP.
(c) Priority of ground maintenance and evacuation remains unchanged.
(d) Priority of supply support to Class IX, Class VII, Class III, Class IV, Class III (P) and Class I.

ANNEX D (Support Operations) to XXX ASG OPLAN XX-XX (Mojave Strike)
1. SITUATION: See basic OPLAN.
2. MISSION: See basic OPLAN.
3. EXECUTION: See basic OPLAN.
4. SERVICE SUPPORT:
a. GENERAL.
(1) 1st TSC, subordinate to the Army Commander, Irwin (USIRCOM), is responsible for replenishment of equipment and supplies once the Army War Reserve Propositioned Sets (AWRPS) Brigade exhausts the basic package provided from Cape Irwin, (AWRPS Ship). AMC-LSE will hand off equipment configured into unit sets. Drawing units will not reconfigure prepositioned equipment prior to arrival in the unit staging area. Drawing units will return equipment to original configuration prior to returning equipment to storage.
(2) AMC-LSE Contractor (DynCorp), in conjunction with the host nation and deploying unit's Off-load Preparation Party (OPP), will off-load the ship and stage the equipment for issue. Because of the logistical complexity of equipping an organization deploying to Irwin, phases were developed. Critical days to complete given tasks are reflected as a "D-XX" with "D" representing "TRAINING (TNG) DAY" for the AWRPS Brigade. Key logistical phases developed are as follows:
(a) Phase I: Off-Load Preparation Party (OPP)/Advance Party Phase. This phase starts with the arrival of the OPP/Advance party (D-10) and ends when the OPP/Advance party starts to de-process equipment on D-6. During this phase, the unit will establish their logistical base and begin accomplishing those tasks identified in this Annex.
1. The mission of the OPP/Advance party is to coordinate with the appropriate staff agencies of the Irwin Military Community (IMC) to establish accounts as appropriate. The OPP/Advance party will also draw life support equipment from the AWRPS Afloat (explained in more detail in Appendix F of this Annex) and begin to de-process other AWRPS equipment as time permits.
2. Advance party composition for the logistics slice is as follows: Battalion S1 Representative; battalion S4/LOG OPS Representatives; enough organizational mechanics to technically inspect (TI) life support equipment; and licensed drivers to support rail-down load operations.
(b) Phase II: Equipment Preparation/Staging. This phase starts when the unit begins to de-process the AWRPS AFLOAT equipment off-loaded from Cape Irwin. This phase starts on D-6 and must end no later than (NLT) D-1 or when the equipment is ready for combat.
(c) Phase III: Hand-off (Equipment Transfer) of AWRPS AFLOAT equipment and supplies. This phase starts (overlapping Phase II) when the unit accepts equipment, NLT D-5, and ends when all required equipment is sub-hand-receipted from the AMC-LSE Contractor (DynCorp), NLT D-1.
(d) Phase IV: Reconfigure for Combat. During this phase, commanders assemble their combat power in accordance with (IAW) the Brigade Commander's guidance. This phase will start NLT D-5 and end when the units and elements are released to the Tactical Assembly Area (TAA).
b. Supply.
(1) Class I.
(a) The Theater GS Class I will maintain 30 Days of Supply (DOS). The AWRPS Commander will determine DOS and issue cycle to be maintained. DS will maintain three days of supply. GS will maintain seven days of supply.
(b) All food service personnel/equipment of subordinate units will fall under the command and control of HQ, XXX ASG to provide consolidated field feeding.
(c) Customer unit will hold the only account for deployed units. XXX S&S Bn will coordinate with customer unit for ration breakdown.
(d) Supply point distribution at the Theater Class I point in the vicinity of grid NK291002, Building 862, until redeployment of forces.
(e) Subordinate units will forecast their headcount to this headquarters NLT D-100. Subordinate units can facsimile this forecast to (XXX) XXX-XXXX, ATTN: Support Operations Directorate.
(f) Personnel deploying must arrive in theater with no less than one day's ration (three meals, ready to eat (MREs)).
(g) Supplements are available through host nation support (HNS), but must be forecasted seven days in advance.
(h) The kitchen, field trailer-mounted, provided from Cape Irwin, is the MKT-85, NSN: 7360-01-214-1176. IAW Technical Manual (TM) 10-7360-206-13, the MKT-85 is provided with only the Components of End Item (COEI) indicated with usable code "DZE." All other COEI or Additional Authorization List (AAL) items desired must be brought from home station as to accompany troops (TAT).
(i) Water. Most of the water in the theater is contaminated. Approved water points for the IMC are as follows: Potable Reverse Osmosis Water Purification Unit (ROWPU) water point is near the IMC RO Plant, Building 44, Goldstone Road, vicinity NK 27950194. Host nation potable water points are: Bike Lake Road, vicinity NK 30900418 and Goldstone Road, vicinity NK 26500199.
(j) Ice will be provided by supply point distribution on a lb/soldier basis. Priority is given to combat forces. The ice planning factor is 7-10 lb per soldier. Requirements greater than 10 lbs per soldier require prior written approval from the Commander, 1st TSC. Approved requirements will generally be contracted through the host nation, and a higher unit price should be anticipated.
(2) Class II.
(a) AMC-LSE will bulk issue all of the GSA type items to sustain the deployment directly from host nation trucks to the AWRPS Brigade Advance Party. Thirty DOS is currently available in theater. DS stockage objective is three days of supply. GS stockage objective is seven days of supply.
(b) Appendix A lists the available items.
(c) Subordinate Battalion S4s will roll up their requirements and submit to this headquarters NLT D-100.
(d) Battalion S4s can facsimile requirements to (XXX) XXX-XXXX, ATTN: Support Operations Directorate.
(e) DS/GS supply points vicinity NK 303018 (Division Support Area - DSA).
(f) An additional Class II package is available in the equipment pool. The listings provided in Appendix B are available. Coordination for drawing all or a portion of this package must be coordinated with this headquarters.
(g) OCIE is not available in Theater. Units must deploy with sufficient stocks to cover any lost or damaged OCIE. 1st TSC may be able to arrange for emergency support if required.
(h) NBC garments are not available for replenishment after a chemical attack. Units must deploy with individual chemical equipment (training) to support mission requirements.
(3) Class III (Bulk).
(a) AWPRS Brigade will appoint a single point of contact to coordinate fuel requirements.
(b) Defense Fuel Region Irwin (DFRI) will provide Class II bulk through host nation facilities to wholesale POL units of the XXX ASG. Appendix C lists host nation locations and capabilities.
(c) DS stockage objective is one day and GS is three days.
(d) Customer unit will maintain the bulk fuel account. XXXS&S Bn will draw fuel from this account to support the customer unit.
(e) JP8 is the primary fuel. Limited MOGAS is available.
(f) Priority of support customer unit, XXX S&S BN, XXX S&S BN, XXX MPs, and XXXASG.
(g) Purge all tankers prior to deployment to Mojavia.
(h) Tanker(s) drawn from Cape Irwin are not certified for aviation support.
(i) Establish retail fuel points at the following locations: AWRPS staging area, LSA-Irwin, Yermo and SCIA.
(j) Host nation will accept minimal amounts of fuel returned. Returned fuel must be tested by DFRI and will require the unit to pull the fuel sample and transport to test facility.
(4) Class III (P).
(a) A push package of Class III (P) is provided to the TF XXX. The push package list is in Appendix D.
(b) The push package is issued in 40-foot containers propositioned at vicinity NK303018. A storage plan is provided with each container.
(c) Upon cessation of hostilities, all stocks consumed from the push package must be requisitioned from the 1st TSC Class III Supply Point and placed back into the containers in the same configuration as issued. This package will be put aboard a propositioned ship for future use.
(d) AMC-LSE Class III (P) manager will inspect the container prior to sealing and unit clearance.
(5) Classes II and IV (Barrier).
(a) AMC-LSE Classes II and IV (Barrier) manager will issue a push package of Classes II and IV (Barrier) to the deployed Brigade. The push package may be partially containerized in 40-foot containers. All Classes II and IV Barrier material is propositioned vicinity NK303018. Appendix D lists the components of the push package.
(b) Resupply of Classes I and IV (Barrier) is restricted. Commander, 1st TSC, or his deputy must approve all requests above the authorized push package.
(c) XXX S&S Bn will assist in the configuration and issue of push packages.
(d) Upon cessation of hostilities, unserviceable or lost Classes II and IV (Barrier) stocks will be requisitioned by the deployed Brigade. AMC-LSE and 1st TSC Classes II and IV managers will determine serviceability.
(e) The deployed brigade will replenish the Classes II and IV package and place back into the same configuration as received. The AMC-LSE Classes II and IV manager will inspect the package prior to releasing the brigade from responsibility.
(6) Class V.
(a) AMC-LSE Ammunition Officer will issue the Deploying Brigade's basic load to the Brigade Ammunition Officer from the Theater Ammunition Storage Point (ASP). Stocks may be configured on palletized load systems depending on the availability of time. Fifteen DOS are available.
(b) XXX OD CO (Ammunition) will operate the Field Ammunition Supply Point, and will assist in the configuration and issue of Class V CCL push packages.
(c) XXX TC CO (PLS) will preposition flat racks to facilitate rapid issue as coordinated by the XXX OD CO (ammunition). Early prepositioning is critical to the success of the Class V mission.
(d) Safety and proper supply procedures are paramount.
(e) Upon cessation of hostilities, all residue and unused ammunition and explosives will be returned to the ASP. Deployed units will provide personnel to accomplish turn-in.
(f) Appendix E lists Class V provided.
(7) Class VI. Units will deploy with 30 DOS. The Army and Air Force Exchange Services (AAFES) will establish limited services as the theater develops.
(8) Class VII.
(a) A "1x1 Brigade Plus" is available to the deploying Brigade from Cape Irwin. Appendix F lists the major end items available from the USS Cape Irwin.
(b) Unit drawing from the USS Cape Irwin cannot specify configuration. Drawing units may reconfigure after acceptance of the propositioned fleet. Drawing units will return the propositioned fleet in original configuration.
(c) 1st TSC will assist the reconstitution efforts of bringing the AWR-3 fleet to 10/20 standards before AMC-LSE accepts the propositioned fleet during turn-in.
(d) XXX OD BN (Maint) supports turn-in.
(9) Class VIII.
(a) Units will deploy with 30 DOS.
(b) USIRCOM Medical Department Activity (MEDDAC) does not have narcotics available.
(c) Host nation can provide emergency resupply of certain Class VIII items; however, host nation will probably provide similar, not specific, medical replenishment.
(d) Storage is not available in the theater.
(e) Units will turn in all captured enemy medical supplies to the USIRCOM MEDDAC Medical Supply Officer (MSO).
(f) MEDDAC MSO is located at building XXX, DSN XXX-XXXX.
(g) (U) Blood (simulated). Blood is available in theater. Medical units will be pushed 30 units (25 O+, five O-) on D-1. Units will submit blood reports daily.
(h) (U) Credentialing. one physician or physician's assistant who will remain in the DSA will be credentialed to work in the USIRCOM MEDDAC emergency room. This person must contact his local hospital credentials office to have a transfer brief sent to USIRCOM MEDDAC.
(10) Class IX.
(a) TF ASG refer to Appendix H - Class IX procedures.
(b) Deploying units will draw Prescribed Load List (PLL) from AMC-LSE PLL Supply Point for propositioned fleet (Bldg. 818, vicinity NK294012).
(c) Deploying units will turn in PLL to ASC-LSE AWRPS Supply Point (Bldg. 818, vicinity NK294012).
(11) Class X. Submit requirements through host nation support at this headquarters.
(12) Captured Enemy Material. Report through S2 Channels to SPO at this headquarters. If not needed for G2 inspection, destroy in place. Exception is class VIII. Evacuate captured Class VIII supplies through medical channels. Report captured serviceable commercial material thrrough Support Operations at this headquarters.
c. Transportation.
(1) XXX ASG deploys to Mojave utilizing scheduled commercial and charter transportation (arranged through supporting Installation Transportation Offices and MTMC). Non-same RSC as the ASG RSC units will coordinate with their parent RSC for deployment transportation.
(2) All transportation operations in theater will comply with the National Training Center Movement Control Company SOP, 1998 edition.
(3) The XXX Theater Army Movement Control Agency (TAMCA) has tasking authority for all theater transportation assets (including XXX ASG assets). All customers will submit their requests 24 hours in advance using a Transportation Request (TR) (Appendix __) through a Movement Control Team (MCT) to the TAMCA. The TAMCA will task the mission using a Transportation Movement Request (TMR). Missions tasked to the XXX ASG will be tasked to a subordinate unit by the Transportation Coordination cell of the ASG.
(4) The XXX TAMCA controls movement on all routes from the theater rear to the customer unit rear boundary. Submit requests for movement on designated theater Main Supply Routes (MSRs) through the MCT to the TAMCA.
(a) ASG MP assets will displace along critical junctions of convoy routes/MSRs to facilitate traffic control.
(b) Theater-controlled routes and locations - TBP.
(5) Irwin Military City (IMC) does not have materials handling equipment (MHE) available for units to load MILVANS or CONEXs. Battalions with LSA responsibility will coordinate MHE requirements within their areas.
d. Services.
(1) Construction. Prohibited by host nation. Units will use local facilities identified by this annex.
(2) Field Services.
(a) Dining facilities: XXX S&S BN; XXX S&S BN; and HHC, XXX ASG.
(b) Laundry/Bath. IMC has established shower and laundry facilities in the Logistics Support Area (LSA), in vicinity NK_______ . Personnel located in the LSA vicinity NK________ will utilize these facilities. XXX S&S BN will establish laundry/Bath location at Yermo.
(c) Mortuary Affairs. IAW TAC SOP.
(3) Labor. Use of host nation civilians for labor is prohibited.
(4) Trash.
(a) Trash points located at TBD.
(b) Daily pickup provided by TF XXX transportation units. Supported units are responsible for unloading trash at Fort Irwin landfill vicinity NK028308.
(c) Support units are responsible for screening trash to ensure no hazardous material (HAZMAT), ordnance, or other unauthorized waste is placed in trash containers.
(5) Theater-Level Health Service Support.
(a) Treatment. IMC MEDDAC provides emergency and echelon IV-level treatment as needed if organic capability is inadequate. Emergency dental treatment is available. Preventive Medicine for Levels I and II medical facilities are not available. The ( ) will provide organic preventive medicine treatment teams. Radiology, pathology, and emergency surgery services are available. Food Inspection is available through AMC-LSE Class I point.
(b) Evacuation. Ground evacuation is not available at IMC. Units are responsible to perform all ground transportation evacuation. For air evacuation, see Appendix K. Units will contact the Emergency Room at DSN 470-3777/3114 or commercial 380-3777/3114 for mass casualty situation.
(c) Services. Medical equipment maintenance is not available at the IMC. Patient Administration Services are available as needed.
e. Maintenance.
(1) Maintenance collection points TBD.
(2) Priority to deploying units, units conducting security missions, turn in of equipment, and then commercial assets.
(3) Maintenance standard for equipment is 10/20.
(4) The XXX Maintenance Battalion will direct maintenance operations.
(5) Direct support (DS) maintenance.
(a) on site repair time, four to six hours.
(b) Repair time limit, 24 to 36 hours.
(c) AWRPS units, organizational and direct support, must provide full spectrum welding capability to include MIG welding and all repair capabilities, i.e., canvas repair and any special test equipment needed.
(6) AWR-3 Fleet support.
(a) DS maintenance on equipment drawn. A maintenance support team (MST) will be prepared to assist with equipment drawn and turned in if required.
(b) AWRPS units will conduct a full preventive maintenance checks and services (PMCS) of prepositioned equipment. This includes the weekly and monthly checks of the equipment. AWRPS units will be briefed in more depth concerning this during the various briefings given, prior to the start of staging/hand-off operations.
(c) All AWR-3 equipment will be returned with all organizational deficiencies and shortcomings through DS level corrected. The AMC-LSE contractor will verify deficiencies and shortcomings not corrected because of non-availability of parts.
(7) AMC-LSE Material Management Center will conduct local purchases for the PREPO equipment. TF ASG will establish impact account for local purchase of repair parts for TF ASG equipment.
(8) Medical maintenance support will not be provided except in emergencies.
(9) No aerial resupply beyond brigade rear unless approved by Commander, 1st TSC.
(10) Controlled exchange of repair parts is authorized to generate combat power and only in those instances where normal supply procedures are not responsive within the time constraints imposed by the tactical situation.
(11) Report deadlined equipment evacuated to the theater log base to the 1st TSC MMC (AMC-LSE Materiel Division).
(12) Recovery/evacuation operations is a unit responsibility except in cases where resources are not available. Contact 1st TSC MMC (AMC-LSE MD) for assistance.
(13) Contracting. The AWRPS brigade will deploy to IMC with organic contracting and purchasing capabilities. USIRCOM Contracting will provide contracting and purchasing support to the brigade on an exceptional basis only. USIRCOM Contracting will not support routine purchases for $2,500 or less that qualify for the commercial credit card procurement program. Units will provide a Contingency Contracting Officer (CCO) or designate an officer to serve as the CCO prior to or during deployment to coordinate purchasing and contracting activities. These individuals will serve as the liaison officer between the AWRPS brigade and USIRCOM Contracting. Units will ensure that CCOs, the Field Ordering Officer (FOO) and/or government credit cardholders have sufficient funds to satisfy requirements and will comply with home station, unit contingency, field contracting and purchasing procedures. USIRCOM Contracting will provide the CCO an office at building 505 and provide telephonic and administrative support as required. The AWRPS Brigade must make provisions to accept lease equipment. Use of the Division Support Area (DSA) may suffice for this requirement. AMC-LSE Contractor (DynCorp) will not accept lease equipment for the AWRPS Brigade.
(14) Environmental.
(a) The host nation has many environmental impact laws. They have expressed a deep concern for the treatment and safety of many endangered species of wildlife and the preservation of their land. To comply with their wishes, the USIRCOM DPW has established a special cell to brief the unit concerning these laws and concerns. A representative from the unit must report to building 385 NLT D-6 to receive the briefing.
(b) If your unit elects to have an environmental cleanup team (White cell), there are limited assets available from the AWRPS PREPO AFLOAT. The type and amount of equipment are determined by mission requirements. The White cell's equipment may not be used by the AWRPS forces. Equipment available is:

(15) Personnel. See Appendix L.
d. Coordinating Instructions.
(1) Security.
(a) USIRCOM AWRPS PMO will initially coordinate and provide for the security of the IMC which includes the LSA, AWRPS PREPO AFLOAT marshaling and staging areas and convoy routes to the TSC. PMO will also provide traffic control and enforce law and order as established by the USIRCOM Commander. The AWRPS Brigade will assume the mission per coordination with the USIRCOM. The USIRCOM PMO will not provide security for the APOD or SPOD.
(b) A representative from the Military Police element of the deploying brigade will report to Building 171 immediately upon arrival, but not later than D-5, to coordinate security missions actions and hand-off for the AWRPS MP elements. once operational, the AWRPS elements will provide marshaling and staging areas, test track, movement to the TSC, Traffic Control Points (TCPs) and LSA security. The AWRPS MP elements will also provide traffic control and enforce law and order as established by the AWRPS Brigade Commander.
(c) The AWRPS will provide security at each APOD/SPOD in coordination with USIRCOM PMO.
(2) A Division Support Area (DSA) is established in the VIC NK 303018. This area is the field site for the Division Rear. All logistics elements, external to the Forward Support Battalion (FSB), will stage and operate from this area. IMC cantonment areas and areas adjacent to IMC support activities are not authorized areas for unit operations. POC is USIRCOM DPTM/G3, DSN XXXXXXXX or OPS GRP, DSN XXXXXX.
(3) AWRPS Brigades will maintain an Emergency Operations Center (EOC) at the LSA with responsible personnel to answer phones at DSN XXX-XXXX or DSN XXX-XXXX. The EOC staff is the commander's representative. (Exercise Note: BDE EOC will be operational 24 hours daily during deployment.)
(4) Regeneration. AWRPS AFLOAT equipment turn-in and range clearance require a minimum of five days. Units will have a full range of maintenance, engineering and transportation capabilities on site at IMC until all equipment is returned to the AMC-LSE Contractor. Plan five to seven days to return all AWRPS AFLOAT equipment to mission-capable standards. The AWRPS Brigade will receive a FRAGO which will cover the regeneration phase in more detail; however, during the regeneration phase, the AWRPS Commander is required to daily brief the Commander, 1st TSC (NTC Deputy Commander for Logistics), concerning the turn-in status of the AWRPS AFLOAT equipment.
(5) The IMC has instituted an unit central clearance cell to guide your unit through the regeneration phase that takes place at the end of combat operations. Final clearance is given by the Commander, 1st TSC (NTC Deputy Commander for Logistics). The Commander, 1st TSC, will host a final clearance briefing which a representative from the deploying brigade, of appropriate rank, must attend. AWRPS Brigades will receive a clearance packet during Regeneration Day 1.
(6) RSOI requires a great deal of coordination. At Appendix N is a list of key logistical events extracted from this annex.
(7) Reports. IAW guidance provided by J3.
(8) Schedule of daily courier runs: TBP.
5. COMMAND AND SIGNAL:
a. USIRCOM DPTM/G3 (Office of Deputy Commander for Logistics) DSN XXX-XXXX, FAX DSN XXX-XXXX. 1. SITUATION.
a. Enemy.
(1) See Annex B (Intelligence).
(2) See basic OPLAN.
b. Friendly.
(1) 1st Personnel Command sustains personnel readiness throughout IRCOM Theater of Operations. 1st PERSCOM will establish the Theater Personnel Management Center (TPMC) within Irwin Military City. The TPMC will monitor personnel strength data and casualty operations and provide replacement management throughout all phases of the operation.
(2) 4th Theater Finance Command will establish operations within Irwin Military City and provide finance support to IRCOM Forces on an area support basis.
(3) 9th Transportation Command (TRANSCOM) provides theater policy and guidance for all transportation operations in theater including air, rail, motor and inland waterway. 9th TRANSCOM will establish operation vicinity Irwin Military City.
(4) 7th Medical Command will assume command and control over all medical units in theater. 7th MEDCOM will move to Irwin Military City and establish operations vicinity Weed Army Hospital. 7th MEDCOM will position an Area Support Medical Battalion at Irwin Military City to provide medical support on an area support basis.
(5) Army MatÉrial Command, Logistics Support Element, will fall in on the AMC-LSE cadre already in place at Irwin Military City. AMC-LSE will rapidly deploy to Mojave and prepare to issue the AWR Prepositioned Fleet.
(6) The 502d Theater Army Movement Control Agency (TAMCA) provides theater movement planning and traffic management support throughout IRCOM AOR. 502d TAMCA will position Movement Control Teams (MCTs) at APOD/SPOD, Yermo and Irwin Military City to facilitate movement of IRCOM Forces during all phases of the operation.
(7) 1st Theater Army MatÉrial Management Center (1st TSC MMC) will establish operations vicinity Irwin Military City to maintain visibility of all critical supplies entering the theater; establish theater stockage levels and coordinate distribution of general supplies and maintenance support within theater. 1st TSC MMC will maintain close communication with the national supply and maintenance points in CONUS.
2. MISSION. On order, XXX ASG deploys to Mojavia, establishes the Theater Opening Force Module vicinity Irwin Military City to support the RSOI of JTF Forces. on order, establish the Theater Logistics Base in support of USIRCOM.
3. GENERAL. This annex provides for the internal support of subordinate and attached units of the XXX ASG. Units assigned or attached to the XXX ASG are supported units of the command. As such, CSS will be provided by subordinate units of the command. Logistics units operating from the LSA will become operational as soon as possible after arrival in theater.
4. MATERIEL AND SERVICES.
a. Supply.
(1) Class I.
(a) Supply point distribution vicinity grid NK 294006, Bldg. 882. Pickup times to be coordinated with supply point OIC.
(b) Units will carry a three-day supply of MREs; QM CO (DS) maintains two days of supply. Units should plan one hot meal as operations permit.
(c) Requisition and resupply based on unit strength reports.
(d) Ration cycle initially M-M-T, then A-M-A when operationally feasible.
(2) Class II.
(a) NBC overgarments are command-regulated items. Units will deploy with two sets of battle dress overgarment per soldier.
(b) Units will deploy with all authorized CTA 50-900 items issued.
(c) Soldiers must deploy with their full complement of TA-50 items. Limited TA-50 items are available in-theater for issue on an emergency or a mission-essential basis.
(d) Chemical protective equipment resupply will be based on priority of support. Priority of resupply is to decontamination sites, SLCR sites and then to CSS units.
(3) Class III.
(a) CL III(B) and CL III(P) provided via supply point distribution at FSSPs established by the XXX QM CO (DS) vicinity grid NK303018. GS supply points (tank farm) will operate a limited number of retail points vicinity grid NK 301995. Unit distribution provided on approval of request through supporting CSG support operations.
(b) Fuel requirements communicated through S4 channels via unit LOGSTAT report.
(c) Units will deploy with maximum allowable on board fuel based upon deployment mode. Upon arrival in theater, units will maintain vehicles topped off. All wheel vehicles will have 5-gallon cans also topped off.
(d) Units will deploy with 15 DOS of CL III(P).
(e) XXX QM CO (DS) units will remain at 100-percent fuel storage capacity.
(4) Class IV.
(a) Supply point distribution.
(b) Units will submit Class IV requirements to the ASG Support Operations ATTN: Supply Branch for consolidation and forwarding to the 1st TSC G4. Units will pick up their allocation of Class IV supplies at grid NK 303018.
(c) Command Regulated Items (CRI) are as follows: Lumber; Concertina Wire; and Landing mat sets and cement.
(d) Recoverable items will be policed from the battlefield and maintained for later reuse. Request resupply of CRI items through command channels.
(5) Class V.
(a) Supply point distribution from ASP vicinity NJ 285975.
(b) Units deploy with full unit basic load (UBL).

(b) Alcohol consumption and possession are prohibited. Soldiers caught with alcohol on their person or in their system will be subject to UMCJ actions.
(7) Class VII.
(a) Unit distribution of major end items at XXX QM CO (DS) located in LSA.
(b) All aircraft, tracked vehicles, weapons systems and wheeled vehicles 2-1/2 ton and larger are command regulated.
(8) Class VIII.
(a) All supplies requested through medical channels. Supply point distribution at Weed Army Community Hospital vicinity grid NK284024.
(b) Throughput of critical high use items (plasma, drugs) is authorized.
(c) Units maintain a five-day supply.
(d) Medical supplies will not be abandoned to prevent capture.
(e) Medical companies will maintain 30 units of red blood cells on hand.
(f) Area Support Medical Companies will conduct RX of combat lifesaver bags.
(9) Class IX.
(a) Shortages exist in reparable exchange (RX) components. Updates on specific shortage items will be provided when the OPORD is issued (TBA).
(b) 1st TSC MMC maintains daily stockage and prioritization of components.
(c) Unit distribution to SSA assigned to the XXX OD CO (Maint) (DS).
(10) Class X. Requirements submitted through G5 channels; supplies provided through Class IV channels.
(11) Water.
(a) All water sources are considered contaminated. Potable water supply from water points established by the XXX QM CO (DS) or others approved by the theater surgeon office. Potable water points located vicinity Grids NK27950194 (ROWPU), NK 30900418 (Host Nation) and NK 26500199 (Goldstone).
(b) Units must plan for and allocate assets to haul ice on a daily basis. Summer operations often require two hauls of ice to soldiers for water to remain palatable. Ice provided supply point distribution vicinity grid NK 291002.
(12) Salvage. Salvage collection point TBD. Salvage equipment beyond units capability to move will be reported to TSC MMC.
(13) Captured Enemy Material. Report to G2. If not required by G2, destroy in place, except Class VIII, which will be evacuated through medical channels.
(14) Maps. Request replenishment of basic load through S4 through Support Operations to 1st TSC MMC. Requisition classified maps through G2 channels.
b. Transportation.
(1) Units. Use engineer support to improve MSR where roads have been washed out or are not trafficable. Transportation requirements above unit capability will be forwarded through supported MCT to TAMCA.
(a) Most hard surface roads are paralleled by tank trails. only light wheels are permitted on surfaced roads. Tracked vehicles will only cross hard-surface roads at designated crossing sites, except roads north of NK310044 which may be crossed anywhere. The hard-surface road northwest of NK200040 should not be crossed at any time. MP support is required for all crossings of hard-surface roads south of NK2700. Unit crossings of non-tactical roads require unit crossing guards with reflective vests and flashlights (chemlites not acceptable) to ensure safety of personnel and equipment and local civilians.
(b) Road Usage: Blackout drive is required forward of the light line on all hard-surface roads and tank trails. Goldstone Road is off limits to all 1st TSC and attached units. Irwin Road is off limits daily 0500-0800 and 1500-1800.
(2) MSRs and Traffic Circulation. Traffic circulation plan TBP. MSRs controlled by TAMCA. Obtain clearance for convoys (10 vehicles or more) from the supporting MCT.
(3) Request for airdrop/air resupply submitted to TSC MMC; emergency request submitted through command channels.
(4) Truck Support.
(a) 7th Transportation Group supports the theater.
(b) Priorities: Unit: TBD; Cargo: Class I, Class IX, Class III.
(c) Submit request to supporting MCT.
c. Services.
(1) Construction. Not authorized. Local facilities may be used, as required, IAW CMO policies. Compensation to locals for destruction of private property will be done through G5 channels.
(2) Field Services.
(a) Decontamination priority to contaminated supply units, maintenance units, transportation units, then supported units passing through AOR.
(b) Clothing exchange and bath points located initially in the lodgment and AWRPS draw areas. Field locations and schedule: TBP.
(c) Theater decontamination point locations TBA when adequate water supplies are located.
(d) EOD support available on request through S3/G3 channels.
(3) Preventive Medicine Services. Provided from LSA on an area support basis. Host nation medical support is provided by Weed Army Community Hospital (WACH). WACH provides echelon IV-level treatment less Intensive Care which is available at Victor Valley Hospital (approximately 68 miles southwest of Irwin Military City). WACH provides 24-hour emergency and urgent care service. Routine medical care must be scheduled by calling Patient Appointments at DSN XXX-XXXX.
(a) Environmental Health offers food handler classes, water testing, sanitary inspections and field sanitation team training.
(b) Occupational Health assists with hearing conservation, illness and disease monitoring, pregnancy surveillance and other physical screening programs.
(c) Community Health offers HIV/AIDS counseling and classes, blood pressure screening, health education classes, health risk appraisals and tuberculosis and hepatitis counseling.
(d) Mental Health Service available to assist soldiers in coping more effectively with emotional stress and anxiety from illness and disability.
(e) Other medical services include Optometry, Physical Therapy, Radiology, Pharmacy, Laboratory, Pediatrics, Orthopedic, Surgery and Internal Medicine, Obstetrics and Gynecology, Emergency Medical Services and Immunization.
(4) Mortuary Affairs.
(a) Theater currently has a shortage of trained mortuary affairs personnel.
(b) Remains will be handled IAW TACSOP. Personal effects will accompany the remains. Equipment will remain with the unit.
(c) Mortuary Affairs collection points TBD.
(d) Hasty or mass burials are not authorized.
(e) Contaminated remains must be marked, segregated to limit contamination and transported only in designated vehicles.
d. Labor. Use of local civilians for labor is prohibited.
e. Maintenance.
(1) Controlled substitution is authorized at organizational level by the first field grade officer in the chain of command.
(2) Cannibalization is not authorized.
(3) Maintenance collection points will be established by DS Maintenance Company. Location TBD.
(4) Priority of Maintenance.
(a) Fuel Tankers (M969s and M978s).
(b) Heavy-Equipment Transporters (HETs).
(c) Command and Control Vehicles.
(d) Materials Handling Equipment (MHEs).
(e) Tractors local/line haul (M915s, M931s, M932s).
(5) DS maintenance repair time limit.
(a) on-site: 6 hrs.
(b) Unit Maint: 10 hrs.
(c) DS: 24 hrs.
(d) BUDS: 36 hrs.
(e) GS: 72 hrs.
(f) AVUM/AVIM support positioning is the responsibility of the Avn Bde Cdr in coordination with the supporting CSG Cdr. Limited backup AVIM support may be coordinated through Support Operations, XX Corps Support Battalion.
(6) Request for emergency critical item repair submitted to 1st TSC MMC through command channels.
(7) Medical equipment evacuated through medical channels.
(8) COMSEC equipment repair. Backup COMSEC equipment maintenance must be coordinated through Support Operations, XX Corps Support Battalion.
(9) Evacuation. Prior to the evacuation of combat weapons and tactical vehicles, the following will be accomplished:
(a) A written request through command channels to the TSC G-4 must be submitted outlining the following: Detailed requisition document numbers and statuses; parts availability within the Class IX system; feasibility of receiving parts prior to EOM if it is a non-stockage list (NSL) part; and a detailed list of vehicles requiring GS maintenance or other special circumstances.
(b) 1st TSC G4 approval must be received before equipment is evacuated to GS/depot-level repair activity.
5. MEDICAL EVACUATION AND HOSPITALIZATION.
a. Theater evacuation policy: 7 days.
b. Primary means of evacuation: For routine patients, ground ambulance; for urgent and priority patients, air ambulance.
(1) Priority of Air Evacuation: To units in contact.
(2) XXX Medical Battalion (Air Ambulance): Supports the theater.
(3) Request for Urgent MEDEVAC: Per FSOP.
(4) Request for Ground Ambulance Support: Coordinated through supporting Area Support Medical Companies.
(5) Casualties will not be evacuated with radios, SOIs, ammunition or weapons. Parent unit will retain those items.
c. Hospitalization. WACH has a 37-bed inpatient capacity. It rehabilitates those patients who can return to duty within the theater evacuation policy. WACH will stabilize those patients who require further evacuation out of the theater of operations.
d. Medical Supply and Maintenance. IAW current FSOP.
6. PERSONNEL.
a. Battalions and direct reporting unit (DRU) personnel lists (updated/final) are due to the Personnel & Administration Directorate (P&A) NLT D-10. Submit Battle Rosters on disk in Excel format with hard copy of all files. The Battle Rosters containing the deploying personnel participating will include name, rank, SSN,gender, MOS, SMOS, and a Remarks column. Battle Rosters will be in alphabetic order by name, not rank, and will identify advance party, main body, and trail party personnel by dates in the remarks column.
b. Strength Reports.
(1) Daily strength reports due by 0730 daily. The PERSTAT report will reflect unit, location site, and strength as of 2400 local time. Attachments and detachments will be annotated. Reports will be made using DA Form 5367-R, Personnel Status Report. Gains and losses will be annotated in the remarks column. Battalions will submit a report for each subordinate unit, one for their own HQ, and a rollup. These reports can be turned in earlier if possible.
(2) Submit immediate replacement requests when company-size or larger units fall below 70 percent of authorized strength in the critical MOSs. Immediately report any battalion commander becoming KIA, WIA, MIA through the command channels.
c. Replacements.
(1) Higher headquarters estimates the availability of 150 replacement personnel per day.
(2) Consolidate losses daily and request replacements as they occur. Use DA Form 5367-R, Personnel Status Report, Part II.
(3) Priority of replacements will be to transportation driver, POL specialists and handlers, HQ personnel. A list of by-unit priorities will be published as soon as the full group mission is analyzed.
d. Personnel Management.
(1) Staffing for 24-hour operations required.
(2) EPWs and civilian internees and/or detainees.
(a) Guards will remain with enemy prisoners of until released to MP control.
(b) Theater EPW collection point. TBP.
(3) Part of each BN/DRU plan will be a contingency for mass casualty evacuation. Coordinate with the Support Operations Directorate if additional transportation requirements are needed.
e. Personnel Services.
(1) Morale and Personnel Services.
(a) Units need to deploy with 21-day supply of sundry items.
(b) Local restaurants and food catering businesses are off-limits.
(c) Postal.
1. XXX AGCO (Postal) will operate the group's postal facility. Battalions/DRU will coordinate with the group postal facility.
2. Each battalion/DRU will appoint a mail orderly who holds at least a SECRET clearance and will bring a mail card to the group postal facility to designate that person. Envelopes and stamps will not be available from the group's postal facility. Rotational units will use the following address:

3. Mail will be distributed by pickup, with Class I, with replacements, or by a special vehicle as the situation and mission allow. The fastest method will be used.
(d) Red Cross/Emergency Notifications.
1. All Red Cross messages routed through Fort Polk, LA.
2. Unit members will ensure that their family members have all pertinent information, i.e., Name, Grade, Unit of Assignment, prior to departure for the JRTC. All families are advised to use their local Red Cross office in case of emergencies. Commanders may choose to use chaplain assets to make notification if needed to ensure proper concern of soldiers.
f. Maintenance of Discipline and Law and Order.
(1) Military Police.
(a) Straggler and control points will be manned by the TF ASG MP unit.
(b) Refugees will be assisted, if tactical situation permits, to leave the area of operations by the shortest route possible. Large numbers of refugees will be escorted away form LSAs, and MSRs by MP assets.
(c) Military Police Support mission at JRTC is to escort transportation missions into and around the maneuver area, establish traffic control points, provide security, law and order at the ISB and LSA, and escort ammunition.
(d) XXX MP CO will be DRU to the group headquarters. Exact mission and support relations to be determined.
(2) Reporting channels for serious incidents remain unchanged.
(3) The Group Command Judge Advocate is available to provide support to units while at JRTC and coordinates with Fort Polk as required. Requests for legal support can be made directly with the JAG Section.
g. Morale Issues.
(1) The task force will be working in a very hot and dry environment. The best way to endure this type of environment is to be in shape before deployment. Conducting PT while at NTC is not recommended until the soldiers are fully acclimated.
(2) Potable water points are limited. Drink a lot, even if you think you do not have to.
(3) There will not be any access to a functioning PX or shopette. Consider yourself as being deployed.
(4) Morale, Welfare, and Recreation: Every unit should plan on providing MWR equipment to its soldiers. Suggestions are limited outdoor sports and movies, VCR, TV, personal reflection, and board games to unwind from the hectic OPTEMPO of the shift.
(5) Family Readiness Program: Plan on actions that can be taken while the unit is deployed for the family support group (FSG) to exercise. This is a prime time for the experience of deployment to set in. Suggestions are deployment briefings, benefits, legal support, and possibly a bus can be procured to take the spouses and families to an installation for shopping. As a minimum, a mail-out of this information should be conducted.
7. CIVIL-MILITARY COOPERATION.
a. See Annex K (Civil-Military Operations).
b. Curfew for civilians in the division area of operations is 1800 to 0700 local time.
c. Civilians showing undue interest in units or their activities will be detained and processed through EPW channels.
d. XX MI BDE will provide required interpreters to organic and attached brigade-sized units.
8. MISCELLANEOUS.
a. Reports. IAW FSOP.
b. Schedule of Daily Courier Runs. TBP.
c. Division Rear Boundary is the Theater light line.
d. Emergency Destruction of Supplies/Equipment. Authorized to prevent capture (except Class VIII).
e. When units displace, they must report when all vehicles have cleared the previous site and when they have closed on the new location.
9. COMMAND AND SIGNAL.
a. Command: 1st TSC HQ location. NJ259965.
b. Signal:
(1) Current SOI in effect.
(2) Primary communications means for BSA rearward are: MCS, MSE-FAX, MSE-Voice, FM radio. FM radio during all enemy contacts.
